To make the dough, place the flour and powdered sugar in a food processor. Add the butter and process until the mixture has a sandy texture. Add the egg yolk and process again until the dough starts to come together, adding cold water as needed until it forms a smooth ball.
Alternatively, you can make it by hand: first rub the butter into the flour until you get a crumbly texture, then add the rest of the ingredients and knead gently until the dough comes together. Divide the dough in two and line two 22 cm removable-bottom tart pans, or make one large tart and use the leftover dough to bake cookies. Prick the dough in the pans and refrigerate for at least 30 minutes.
Meanwhile, prepare the pastry cream. Whisk the egg yolks with the cornstarch and sugar until you have a creamy mixture. Heat the milk alone in a saucepan and stir in the vanilla extract at the end.
With the mixer on low speed, gradually add the hot milk to the egg yolk mixture. Pour the whole mixture back into the saucepan used to heat the milk. Cook over medium-low heat, stirring constantly, until the mixture has thickened. Pour the pastry cream into a bowl. Then place that bowl over another bowl filled with ice and water. Stir occasionally until the pastry cream has cooled.
Heat the oven to 180°C (350°F).
Bake the tart shells for 20 to 25 minutes, or until the dough is golden. Let cool.
Unmold the tart, fill with the pastry cream, and decorate with the raspberries.
